It can be transported by one of the building's carts from a warehouse or it has to be delivered by a different building that produces it. When such buildings require a good, that good has to be physically delivered. Non-residential buildings that produce or consume goods (like production buildings) have their own internal storage for a specific number of tons of every relevant good. When residences consume the goods, their amount continuously decreases at a rate determined by current sum of the consumption rates of all the residences.
Residences have immediate access to all goods that they need, those goods do not have to be transported within the island in any way. As long as at least one ton of a good is within an island's storage, it is available for all warehouses and all residences across the island.
